The Sudan Customs Authority has formally announced the nationwide implementation of the Advance Cargo Declaration (ACD) system, as per its official circular dated 9 November 2025.
Effective Date
All shipments destined for Sudan must fully comply with the ACD requirement as of 1 January 2026.
Operational Requirements
- The ACD certificate must be issued at the port of loading.
- Compliance responsibility rests with shippers, exporters, freight forwarders, and carriers.
- The ACD reference number must be clearly stated on the Bill of Lading.

- Commercial Invoice
- Freight Invoice
- Certificate of Origin
This regulation applies to all types of cargo, including vehicles, machinery, trucks, general cargo, and oversized or heavy shipments.
