    Libya ECTN Certificate

    ECTN, also referred to as a BESC, was a requirement for all exports to Libya. The Libyan Customs Officials declared it to be a rule in 2015, however they later cancelled it.

    Certificate Requirements

    Which documents are required for Libya ECTN?

    The following documents are mandatory for the Libya ECTN certificate.

    • Bill of Lading (Application can be made with draft copy)
    • Commercial Invoice
    • Freight Invoice (it is not necessary if the freight value is indicated on Commercial Invoice)
    • Customs Declaration
    • Certificate of Origin (Certified by the Chamber of Commerce by the exporter)
    • Statistical ID Document (of the Libyan company/importer)
    • For bulk shipments, weight certificate for merchandise priced based on weight (VGM)
    • For RO/RO shipments, automotive data, in terms of the date of manufacture, chassis number and weight.

    What Is An Libya ECTN Certificate?

    The acronym ECTN, which stands for Electronic Cargo Tracking Note and is also known as Bordereau de Suivi Cargaison (BSC) or Loading Certificate, is another type of waiver document.

    These waiver certificates are official maritime documents that describe the goods and its port-to-port passage. Several African countries want this in order to properly monitor, manage, and regulate their import and export commerce. Each CTN is required for import customs clearance at the port of entry and must be filed and validated. Local Customs will forbid any shipments that are not covered by a valid CTN and charge the necessary cost prior to the presentation of the final CTN.

    The waiver documents include every relevant detail on the exporter and importer, the shipping method (containerized, groupage, etc.), the kind and value of the goods being carried, the name of the vessel, and the freight bill for the cargo. These waivers must be handled by the importer or exporter and filed before the shipment arrives at the port of discharge. Your cargo will be penalized if the ECTN Certificate isn’t validated in time, and you will not be able to receive a certificate.

    How Long Does It Take To Approve The ECTN Certificate?

    Once you have submitted all the necessary paperwork, you will receive a draft of the ECTN certificate. Following that, we require your approval of the draft and payment.

    The certificate will next be presented to Libyan authorities for approval. This procedure typically takes a few days, but a week should be budgeted for depending on the volume of current requests.

    Applications for the ECTN should be submitted as soon as possible since the requirements are different from those of other nations and the transit time to Libya is shorter.

    Can I Use The Same Libya ECTN Certificate For More Than One Shipment?

    Each ECTN number is unique and limited to one shipment. Every cargo needs to get its own validated ECTN certificate.
