In accordance with the directive issued by the Ministry of Ports and Marine Transport (Ref. No. XW/WDGB/89/09/2025, dated 30 September 2025), the Electronic Cargo Tracking Number (ECTN) will be mandatory for all containers arriving to all ports within the Federal Republic of Somalia, starting 14 October 2025.

  • The assigned ECTN number must appear clearly on the Bill of Lading.
  • Shipments lacking a valid ECTN shall not be accepted for shipment or discharge at Somali ports.

What is a ECTN Document?

An ECTN (Electronic Cargo Tracking Note), also known as CTN, BSC, or Cargo Tracking Certificate, is mandatory for all shipments bound for Somali ports, including Mogadishu, Berbera, and Kismayo.

The ECTN system was established by the Ministry of Ports and Marine Transport of the Federal Republic of Somalia to enhance cargo visibility, improve port security, and ensure accurate customs data before cargo arrival.
