What is DR. of the Congo FERI Certificate?
(409/021 – 23rd March 1992).
The ports in Kinshasa and Matadi handle the bulk of imports. To reduce on-carriage costs (ONC), ports in Dar es Salaam, Tanzania, and Mombasa, Kenya, are favoured for imports to eastern cities in the Democratic Republic of the Congo. Since ECTN has not yet been implemented in Kenya and Tanzania, importers will only need a D.R. Congo FERI certificate for their goods.
At the point of destination, there will be a penalty fee equal to 20% of the freight cost if a FERI certificate is not acquired.

How can you get the Democratic Republic of Congo FERI Certificate?
You need to submit the these documents for the application of the FERI certificate:
- Bill of Lading (Applications can be made with a draft copy. Original will be needed for validation)
- Commercial Invoice
- Freight Invoice (it is not necessary if the freight value is indicated on commercial invoice)
- Application Form
To start the certification process, send PDF versions of the required documents to info@globalctn.com. For the issuance of FERI certifications, hard copies are not required.
Please make sure you send the final documents that don’t require revisions. After the certificates have been validated, a penalty cost will be applied for revisions.

Each certificate is the same kind of waiver certificate. FERI is a certificate name given by D.R. Congo authorities for the waiver they require from each maritime shipment. Different African country authorities call the certificates in their own way, for example ECTN or BESC certificates.
The FXI unique number may be found on the upper left side of the GICHE page. You need an FXI number in order to submit an application for a FERI certificate for the Democratic Republic of the Congo. If you are an exporter to the D.R. Congo, you can request that your importer submit an application for the GICHE paperwork.
Each FERI number is unique and limited to one shipment. Every cargo needs to get its own validated FERI certificate.
