Please be informed that the Angolan Regulatory Agency for Cargo Certification and Logistics has issued a directive—aligned with Presidential Decree No. 155/20—that imposes new import rules for vehicle-related components. These changes are effective immediately.

Previously limited to complete vehicle imports, prior authorization from the Angola National Land Transport Agency (ANTT) is now also required for the following vehicle components:

Affected HS Codes Include:

  • 8408.20 – Vehicle engines
  • 8708.40 – Gearboxes and gear parts
  • 8706.00 – Engine-mounted chassis
  • 8707 – Vehicle bodies and cabins
  • 8708.94 – Steering systems
  • 8708.80 – Suspension systems
  • 8708.50 – Transmission assemblies

What You Need to Submit:

  • ANTT Pre-Authorization License (New)
  • Draft Bill of Lading
  • Commercial Invoice
  • Freight Invoice (if separate from commercial invoice)
  • Import License (Documento Único / D.U.)

What is a CNCA Document?

A CNCA loading certificate is mandatory for every shipment to ports in Angola, including Luanda, Lobito or any other port. It is also referred to by the abbreviations CNC and ARC Number. The use of the CNCA Loading Certificate (LC), created as a regulation by the Angolan Customs Authorities in 1994, is authorised by ARCCLA (Agencia Reguladora de Certificaço de Cargas e Logistica de Angola).
