What is CNCA / ARCCLA Certificate?
A CNCA loading certificate is mandatory for every shipment to ports in Angola, including Luanda, Lobito or any other port. It is also referred to by the abbreviations CNC and ARC Number. The use of the CNCA Loading Certificate (LC), created as a regulation by the Angolan Customs Authorities in 1994, is authorised by ARCCLA (Agencia Reguladora de Certificaço de Cargas e Logistica de Angola).
Certificate Requirements
Which documents are required for Angola CNCA / ARCCLA?
The following documents are required to issue a CNCA certificate:
- Bill of lading
- Commercial invoice
- Freight invoice (If freight value is not mentioned on the commercial invoice)
- Application form (We can fill this form on your behalf)
- Import License (D.U. – Documento Unico)
To start the certification process, send PDF versions of the required documents to info@globalctn.com. For the issuance of CNCA certifications, hard copies are not required. Please make sure you send the final documents that don’t require revisions. After the certificates have been validated, a penalty cost will be applied for revisions.
Angola’s Import Rules For Vehicles
Angolan import regulations mandate that all vehicle importers must present an authorization letter from the ANTT (Agencia Nacional dos Transportes Terrestres). This rule is enforced for both newly manufactured and previously owned vehicles, stipulating that light vehicles must be less than 5 years old and heavy vehicles less than 8 years old.

Each cargo received from the ministry is accompanied by a D.U. document from the importer. Before you file for an ARCCLA certificate, be sure you have the D.U. document from your importer.
All commercial shipments to Angola since January 28, 1994 (under Decree No. 19/94) are required to acquire a CNCA / ARCCLA certificate, also known as a Loading Certificate (L.C.).
Despite having a distinct name, they are the same document. Following a merger inside the Angolan government departments, CNCA became ARCCLA.
It depends on the country from whence it was loaded, and in certain cases we might be able to amend it. However, this requires permission from the Angola office, and it can take a few weeks until the certificate is verified with the right data. As a result, we advise you to confirm your certificate using the right data.
A D.U. document is not necessary for temporary cargo to Angola, but it must be noted as such on the invoice or B.L.
Before releasing the goods, Angolan officials will want the importer to provide them with the genuine hard copy CNCA certificate. All other countries who require waiver certificates be sent with incoming freight just request a copy of the document. Without the original certificate, the importer in Angola won’t be able to clear the goods.
No, CNCA/ARCCLA is unique and only valid for one shipment. Every shipment needs a unique, validated CNCA/ARCCLA number.
